=S=> GG 144. 1 This Basic Law shall require ratification by the parliaments of two thirds of the German Länder in which it is initially to apply .
=S=> GG 144. 2 Insofar as the application of this Basic Law is subject to restrictions in any Land listed in Article 23 or in any part thereof , such Land or part thereof shall have the right to send representatives to the Bundestag in accordance with Article 38 and to the Bundesrat in accordance with Article 50.
