=S=> GG 115e. 1 If , during a state of defence , the Joint Committee by a two-thirds majority of the votes cast , which shall include at least a majority of its members , determines that insurmountable obstacles prevent the timely convening of the Bundestag or that the Bundestag cannot muster a quorum , the Joint Committee shall occupy the position of both the Bundestag and the Bundesrat and shall exercise their powers as a single body .
=S=> GG 115e. 2 This Basic Law may neither be amended nor abrogated nor suspended in whole or in part by a law enacted by the Joint Committee . The Joint Committee shall have no power to enact laws pursuant to the second sentence of paragraph ( 1 ) of Article 23 , paragraph ( 1 ) of Article 24 , or Article 29.
