| GG 23. 5 Insofar as , in an area within the exclusive competence of the Federation , interests of the Länder are affected , and in other matters , insofar as the Federation has legislative power , the Federal Government shall take the position of the Bundesrat into account . To the extent that the legislative powers of the Länder , the structure of Land authorities , or Land administrative procedures are primarily affected , the position of the Bundesrat shall be given the greatest possible respect in determining the Federations position consistent with the responsibility of the Federation for the nation as a whole . In matters that may result in increased expenditures or reduced revenues for the Federation , the consent of the Federal Government shall be required . |
| GG 143c. 1 From 1 January 2007 until 31 December 2019 , the Länder shall be entitled to receive annual payments from the federal budget as compensation for losing the Federations financial contributions resulting from the abolition of the joint tasks of extension and construction of institutions of higher education , including university hospitals and educational planning , as well as for losing financial assistance for the improvement of municipal traffic infrastructure and for the promotion of social housing . Until 31 December 2013 , these amounts are to be determined by averaging the financial share of the Federation for the years 2000 to 2008. |
